53rd EUROSAI Governing Board Meeting Held Online

 

53th Governing Board Meeting was held with the participation of the Presidents of Governing Board member SAIs (Czech Republic, Finland, Latvia, Moldova, Netherlands, Poland, Spain and Turkey). The meeting, chaired by Mr. Seyit Ahmet BAŞ, the President of Turkish Court of Accounts (TCA) and EUROSAI, started with the approval of the agenda.

In the first part of the meeting, the EUROSAI Secretariat presented the EUROSAI Activity Report 2017-2021. Following the Report, the Report on Implementation of the EUROSAI 2017-2021 Presidency Programme, which summarizes the most highlighted activities during the Presidency of TCA, was presented by Mr. Seyit Ahmet BAŞ.

In the second part of the meeting, the progress reports of Strategic Goals 1&2 and Governance Portfolios were discussed, and under the item about the report of Overall Governance and Culture Portfolio of the TCA, the updates of some strategic documents such as General Procedures and Financial Rules  were approved. In this part, the Governing Board also took note of the activity reports of the Working Groups and Task Forces.

In the third, fourth and final parts, the financial issues of EUROSAI, relations with INTOSAI, and EUROSAI Congress issues such as candidacies for hosting the next Congress and GB membership were discussed.

The meeting ended with the farewell speeches of the members leaving the GB.

52nd EUROSAI Governing Board Meeting Held Online

 

EUROSAI Presidency, which we have been executed successfully by the Turkish Court of Accounts (TCA) for the period of 2017-2020 and which was to be transferred to the SAI of Czech Republic during the 11th EUROSAI Congress in Prague in May, has been extended for one year as the Congress was delayed to 2021 due to the COVID-19 pandemic, which is rapidly spreading throughout the world.

It was decided, with the approval of EUROSAI members SAIs, to organize the 51st EUROSAI Governing Board Meeting (planned to be held in the scope of the said EUROSAI Congress) online under the Chair of the TCA in order to take the urgent decisions that are necessary for continuing the EUROSAI activities without any interruption.
In this scope, 51st EUROSAI Governing Board Meeting was held online on 3 June 2020 under the Chair of Mr. Seyit Ahmet BAŞ, the President of the EUROSAI and the President of the TCA, and with the participation of the Presidents of eight GB member SAIs.

In the meeting, the process regarding the delay of 11th EUROSAI Congress and the powers transferred to the Governing Board were evaluated. Decisions were made on EUROSAI budget, the continuation of EUROSAI Working Groups and Task Forces, updating the reporting obligations of Portfolios and Operational Plan, procedures regarding the election of Presidency, GB Members and Auditors to be made during the Congress and the 30th Anniversary celebrations of EUROSAI. Finally, discussions were made on the date of the next Governing Board.

51st EUROSAI Governing Board Meeting, which is very important in terms of the decisions made for continuing the EUROSAI activities effectively in the pandemic process, was successfully held online and ended with the closing speech of President BAŞ.

50th EUROSAI Governing Board Meeting Held in Jūrmala, Latvia

 

50th EUROSAI Governing Board (GB) meeting was held on 12-13 June 2019 in Jurmala, Latvia where the EUROSAI President and the President of the Turkish Court of Accounts (TCA), Mr. Seyit Ahmet BAŞ, was the chair, and SAI of Latvia was the host.

The GB meeting, chaired by the TCA, was attended by representatives from the SAIs of Spain, Poland, Czech Republic, the Netherlands, Latvia, Finland, Moldova as GB members; SAIs of Austria, Portugal and Russian Federation as observers; and SAIs of Estonia, Germany, Lithuania, Sweden and Ukraine as well as representative from INTOSAI Development Initiative as guests.

Having a very busy agenda with the strategic and administrative issues of the EUROSAI, 50th GB meeting mainly focused on the overall implementation of the Strategic Goals and the Governance Portfolios as well as the update of the Operational Plan while on the other hand elaborated the activities of EUROSAI Working Groups and Task Forces, financial issues, presentations and issues regarding the XI EUROSAI Congress (2020) and issues on the relations with INTOSAI.

49th EUROSAI Governing Board and EUROSAI Coordination Team Meetings Held in Gdańsk, Poland

 

EUROSAI Coordination Team and Governing Board meetings were held on 13-15 March 2018, where the EUROSAI President and the President of the Turkish Court of Accounts (TCA), Mr. Seyit Ahmet BAŞ, was the chair, and EUROSAI 2nd Vice President, the SAI of Poland, was the host.

The Coordination Team meeting, where the TCA was the chair, was held on 13 March 2018, and was attended by colleagues from the SAIs of Poland, Czech Republic, Sweden, Germany and Spain. The meeting was held with the purpose of determining a common attitude on basic and strategic issues that are on the agenda of the governing board; ideas were exchanged on many issues; and decision were taken in line with this.

The Governing Board meeting, where the TCA was the chair, was held on 14-15 March 2018, and was attended by colleagues from the SAIs of Spain, Poland, Czech Republic, Holland, Latvia, Finland, Moldova, Sweden, Germany, Russia, Norway and Austria, and the EUROSAI working group and team force representatives. In the meeting, “General Procedures” document, which defined the EUROSAI Operational Plan for 2017-2023 Strategic Plan and EUROSAI’s general functioning, was discussed and accepted; the activity reports of the executive units were presented; and some other administrative issues were discussed and finalized.

48th EUROSAI Governing Board Meeting Held in İstanbul, Turkey

 

48th EUROSAI Governing Board Meeting, as the first GB meeting chaired by the Turkish Court of Accounts, was held on May 25, 2017 following the Xth Congress.

During the meeting, the main following decisions were taken:

  • SAI of Poland was elected Second Vice-President of EUROSAI.
  • Allocation of Governing Board portfolios was made as follows:
|| Overall governance and culture: SAI of Turkey (Presidency)
|| Co-leader of Strategic Goal 1 “Professional cooperation”: SAI of Czech Republic, together with SAI of Germany (non-GB member co-leader)
|| Co-leader of Strategic Goal 2 “Institutional Capacity Development”: SAI of Poland, together with SAI of Sweden (non-GB member co-leader)
|| Communications: SAI of Latvia</ br> -Relations with non-SAI stakeholders: SAI of the Netherlands
|| Relations with other INTOSAI regional organisations: SAI of Spain (Secretariat)
|| Forward thinking and emerging issues: SAI of Finland

  • Coordination team will be composed of 3 members
  • SAIs of Turkey (Presidency), Czech Republic (Goal 1 co-leader) and Poland (Goal 2 co-leader) and one observer (the Secretariat).
  • A Project Group chaired by the Secretariat will revise EUROSAI regulations (Statutes, Standard Procedures and Financial Rules). Another Project Group will be set up to develop the governance framework for the new structure.
  • The GB approved the kind offer of the SAI of Poland of hosting the next GB meeting.
